SUPs are boats!

This tickled me, the US coast guard has decided SUPs (stand up paddleboards) are vessels and as such come under laws applicable to them (46 U.S.C.&2101), so no more freedom of just boardies and a rash vest, nope you've got to bulk up with an approved lifejacket and obey the rules of the road for the ocean, oh and dont forget you need a license too for that vessel....so does this mean SUPs in the line-up are a danger to other surfers and hence they can only paddle them around the coast and when entering port have to pass between the port and starboard marker buoys, go on someone tell me its so.
